According to Deputy Minister of Transport Truong Tan Vien, the situation of imbalance in investment structure, especially between roads and other areas, including inland waterways has been going on for a long time. The Ministry of Transport has taken many measures but so far this type of transport is still poor, not fully exploiting its potential.

“Currently the system of vocational training in the Red River Delta only takes about 15-20% of the transport volume, mainly transporting sand, the rate of other commodities is very small. Why is road transport farther away, the volume of transport is not large while inland waterway transport has the advantage of geography, the price is cheap but it cannot be promoted? – Vice Minister Vien asked questions.

Mr. Tran Van Sheep – Director of Vietnam National University Department of Education explained: “Congestion points are inadequacies in infrastructure. Besides, the status of the port is scattered and asynchronous. Water transport enterprises are mostly private, develop spontaneously, fragmented, financial and old capacity, fail to promote their advantages. Moreover, the State management has not focused, there is no state regulation to create conditions for development, not to develop multimodal transport for water transport development. With that situation, businesses have difficulty accessing super-long and super-weight items. Therefore, water transport in the Red River Delta region from 2008 to 2013 always tends to decrease ”.

As an inland waterway transport company, Mr. Nguyen Thuy Nguyen – Chairman of the Board of Water Transport Corporation said: “Water transport is invested too little. There are very simple but not possible. For example, the Hanoi – Viet Tri route cannot be accessed during dry season. Water transport is 10 times cheaper than road. If the water transport from Hanoi to Viet Tri is only 145,000 VND / ton, the road is 260,000 VND / ton of goods. Therefore, it is necessary to invest in infrastructure to develop water transport, connecting waterways with other types of transport ”.

Change from perception

Directing the conference, Minister Dinh La Thang said that, in order to change the structure and improve the efficiency of water transport exploitation, first of all, we must change the perception of this type of transport. Besides, it is necessary to focus on implementing the Law on Traffic Traffic in order to create full legal corridors, promote development and need mechanisms to attract resources and economic sectors to participate in developing the IWT.

In the coming time, it is necessary to concentrate on restructuring the transportation industry in the direction of arranging and rationally allocating the transport sectors, avoiding the deviation of investment for roads. The MOT will handle unclear issues between the IWT and maritime sectors to avoid overlap, creating mutual development for both sides. The ministry will also propose a mechanism to remove difficulties for inland waterway enterprises and ports, creating an open mechanism for enterprises to invest in ports and waterway vehicles. Along with that, the Ministry of Transport will focus on approving the projects, schemes and planned routes. Early announcement of routes, with solutions to connect modes of transport of river and sea.

For water transport enterprises, the Ministry will create a mechanism to promote investment in infrastructure development, creating links between goods owners and enterprises, creating human resources for water transport. Improve modern infrastructure and loading and unloading facilities to quickly release goods. Development of multimodal transport services.
