All 100% new agricultural machinery are not subjected to any quality inspection based on circular no. 28/2017/TT-BNNPTNT.
The standard required document is applied, Invoice/packing list, B/L and C/O. The key issue for this commodity is that there is zero VAT, the import duties is based on the export duties.
Mode of transport also affect the declaration. An example is the tiller, if importing via land bordergate, customs will require the declaration to separate the machine part from the tilling parts thus the import duties will be 30% for the machine part and 0% for the tilling part. While importing via sea port at Hai Phong and Cat Lai, the declaration of 2 parts can be combined and the import duties is 0%.
For used agricultural machine, it is required to do quality inspection of ministry of science and technology (base on circular No. 23/2015/TT-BKHCN) and the 2 following condition must be met.
+ Must not be older than 10 years old.
+ It must be at least 80% new or more.
