Information on the basic types of charges commonly collected for an import or export shipment is detailed in the article below by Trường Thành Logistics.
1. THC (TERMINAL HANDLING CHARGE)
Loading and unloading surcharge at the port is a fee collected per container to offset the cost of cargo handling activities at the port, such as: loading and unloading, gathering containers from CY to the jetty.
2. HANDLING FEE
3. D/O (DELIVERY ORDER FEE)
When there is a shipment imported into Vietnam, the consignee must go to the shipping line / forwarder to get the delivery order, bring it out of the port and present it to the warehouse (retail cargo) / make an EIR note (FCL container cargo) to receive the goods. . Shipping lines/Forwarders issue a D/O and so they charge a D/O fee.
4. AMS (ADVANCED MANIFEST SYSTEM FEE)
about 25 Usd/Bill of lading. This fee is required because the customs of the US, Canada and some other countries require detailed declaration of goods before this goods are loaded on the ship to be transported to the USA, Canada…
5. ANB FEES SAME AS AMS
(Applies to Asia).
6. B/L (BILL OF LADING FEE), AWB (AIRWAY BILL FEE)
Documentation fee. Similar to D/O fee, but every time there is an export shipment, shipping lines / forwarders must deliver a so-called Bill of Lading (cargo by sea) or Airway Bill (cargo transported by air).
7. CFS (CONTAINER FREIGHT STATION FEE)
For each import / export shipment LCL, the Consol / Forwarder companies have to unload the goods from the container into the warehouse or vice versa and they charge CFS.
8. AMENDMENT FEE
Only applies to exports. When a set of B/Ls is issued to the shipper, the shipping line / forwarder has the right to collect the adjustment fee after the shipper receives it or, for some reason, needs to edit some details on the B/L and asks the shipping line / forwarder to fix it.
9. BAF/EBS (Emergency Bunker Surcharge)
Fuel price fluctuation surcharge
10. PSS (PEAK SEASON SURCHARGE):
11. CIC (CONTAINER IMBALANCE CHARGE)
is the unbalanced surcharge for the container, also known as the surcharge for imported goods. It can be roughly understood as the surcharge for the transfer of an empty container. This is a type of sea freight surcharge that shipping lines collect to offset costs arising from re-positioning a large number of empty containers from a surplus to a shortage place.
12. GRI FEES (GENERAL RATE INCREASE):
freight surcharge (only happens during peak season).
13. ELECTRICAL RUNNING CHARGE (APPLY TO CONFIDENTIAL GOODS, RUN OF CONFIDENTIAL CONTAINS AT PORT).
must be plugged into the container to let the container’s air conditioner run and keep the temperature of the cold goods.
14. CLEANING CONTAINER FEE
15. DETENTION (DET) / DEMURRAGE (DEM) / STORAGE
DEM – Demurrage: Fee for storing containers at the yard (port)
DET – Detention: Fee for storing containers at the customer’s warehouse.
Storage Charge: Container storage fee at the port that customers pay directly for the port.
16. Charge for collection of imported sea freight (IFB fee)
is the freight for transporting containerized goods, retail goods, bulk goods, etc., which should have been paid in the exporting country by the exporter, but due to some reason ( due to delivery conditions for example, due to agreement between exporter and importer for example) but this fee is paid by the importer at the destination.
Destination forwarder companies are obligated to collect freight for their agents abroad and return them to those agents.
17. ISF = IMPORTER SECURITY FILING
In addition to the same information as the AMS declaration, the ISF form procedure requires the importer in the US to provide additional information such as the manufacturer, the importer’s information (Importer of record number), the commodity code. (Commodity HTSUS number) and the carrier packs the goods into the container (Consolidatior). This information is also required to be declared to US Customs 48 hours before the vessel in the transshipment port departs for the US.
Usually the declaration of ISF (Importer Security Filing) will be at the same time as the AMS declaration and the transport agent will help the importer declare this information. The cost for ISF declaration is also about 25 usd/Bill
